How to make Telegram stickers, from a quick photo cutout to a full pack
Short answer: for a sticker from a photo, open the sticker panel in any chat, tap +, pick the photo and tap the object to cut it out. For a designed pack, send /newpack to the official @Stickers bot and upload 512 px PNG or WEBP files as files, one emoji each. Both are free.

Custom emoji pack
Tiny 100 x 100 px emoji that sit inside text. Anyone can make a pack. Using them outside Saved Messages needs Premium.
How do you make a sticker from a photo in the Telegram app?

Open the sticker panel
In any chat, tap the sticker and emoji icon in the message field, switch to Stickers and tap the + button.

Pick a photo
Choose any picture from your gallery. A clear subject on a plain background cuts out best.

Tap the subject to cut it out
One tap removes the background. Use the erase and restore brushes to fix hair, fur or a missing hand.

Decorate it
Add the white outline for the classic die-cut look, then text, drawings, emoji or other stickers on top.

Choose its emoji
Pick the emoji that match the feeling. Telegram suggests some from the image. Typing that emoji later offers your sticker.

Send it
Tap send to drop it into the chat. The person can save it to Favorites by pressing and holding it.

How do you publish a sticker pack with the @Stickers bot?
What happens at each message
- /newpack starts a new pack. /newvideo and /newanimated start video and animated packs.
- The title is what people see on the pack, 1 to 64 characters.
- Send the file as a file, not as a photo. A photo gets compressed and is refused.
- One or more emoji per sticker, up to 20. They decide when Telegram suggests it.
- /publish when the last sticker is in. You can add more later with /addsticker.
- The icon is optional: a 100 x 100 px image, or /skip to use the first sticker.
- The short name becomes the link. Letters, digits and underscores only, and you cannot change it later.
Bot replies in the chat on the left are shortened. The bot’s wording changes now and then, the order of steps does not.
What size and format does a Telegram sticker need?

How do you get a video sticker under 256 KB?
We took a deliberately busy 1080 x 1080, 60 fps test clip with sound, the hardest kind of video to compress, and turned it into Telegram video stickers with ffmpeg and the VP9 encoder at three bitrates.
Every output was 512 px, 30 fps, 2.9 seconds, VP9, with no audio, so all four would pass. Even 800k fits, but it leaves little room. 500k is the safe default for busy footage, and simple cartoons can go lower.

Transparent source that is already a WEBM? Put -c:v libvpx-vp9 before -i. Without it ffmpeg’s default decoder drops the alpha channel and you get a black box.
How do custom emoji packs differ from sticker packs?
Line icons recolour like an adaptive set. The coffee cup keeps its own colours like a normal emoji.
Custom emoji are 100 x 100 px images that you type inside a message, a name or a status, instead of sending them as a separate sticker.

Who can use them? Anyone can make and share an emoji pack. Typing custom emoji in other chats needs Telegram Premium. Everyone can use them for free in Saved Messages.

Share the link anywhere, or just send one sticker: whoever taps it can add the whole pack. You can rename the pack title, but the Bot API has no way to change the short name, so the link stays as it is.
Why does the @Stickers bot reject a file?

Before you publish: packs are public to anyone with the link. Use art you made or have the rights to. Telegram can take down sets that copy other people’s characters or photos after a complaint, and a set made from a friend’s face is best kept for friends who agreed to it.

What size should a Telegram sticker be?

What are the rules for video stickers?
A WEBM file with the VP9 codec, one side exactly 512 pixels, no longer than 3 seconds, no more than 30 frames per second, no bigger than 256 KB and with no sound. It should loop.
Is it free to make Telegram stickers?
Yes. Making and sharing sticker packs and emoji packs is free. Only typing custom emoji outside Saved Messages needs Telegram Premium.

Can I edit or delete a pack after publishing it?
Yes, in the @Stickers bot: /addsticker, /replacesticker, /ordersticker and /delsticker change stickers, /setpackicon and /renamepack change the icon and title, and /delpack deletes the pack. The short name in the link cannot be changed.
Can I make stickers on Telegram Desktop?
Yes, through the @Stickers bot, which works the same in Telegram Desktop and Telegram Web. Send your files uncompressed. The photo cutout editor is in the iPhone and Android apps.
